Description
Now that we can use our own DeepL API, adding OpenAI's could be great.
It could just be an option in the translation settings for users to choose whether they want to use DeepL's API or OpenAI's.
Also, it should only work for users who have their own API keys

Research direction
No files or tests are named; start by locating the existing DeepL translation integration and its translation settings entry point. Add an OpenAI provider option that requires a user-supplied API key, and verify that users can select it and translate successfully.
