Deployment: Use ArgoCD for redis-to-murko

Description
We have helm charts for redis-to-murko but we're currently deploying it using our home grown scripts. We should do this in ArgoCD.
To do this:
* Set up CI to publish the helm charts of each version
* Add the services to https://gitlab.diamond.ac.uk/controls/containers/beamline/i04-deployment/-/blob/main/apps/values.yaml?ref_type=heads
* Add the version into https://gitlab.diamond.ac.uk/controls/containers/beamline/i04-services/-/tree/main/services?ref_type=heads
## Acceptance Criteria
- Redis to murko is deployed using ArgoCD
