I24 serial: replace moveonclick

Changes needed to replace the moveonclick currently in use with a web gui version.

For gui side of work see [mx-daq-ui issues](https://github.com/DiamondLightSource/mx-daq-ui/issues/1)
On the mx-bluesky side, we should update our plans so that there's the ability to draw the crosshair in epics (may need some changes in dodal too) and to update it depending on the zoom selected.
