Description
We can currently restart Artemis from GDA using `artemis_restart`. With Artemis now used in production but also lots of development it would be useful for scientists to be able to switch version easily between something that's stable and dev.
## Acceptance Criteria
* There are two restart commands, `artemis_latest` and `artemis_stable`, which will restart different versions
* On restarting them GDA logs the Artemis version it is starting also if there are hotfixed commits
