Check beam after collection and set ispyb status accordingly

As a scientist I would like to know if the beam has dumped part way through a collection and update the collection status accordingly. We can do this by reading the beam after a collection and if there isn't any setting the status to failed.

## Acceptance Criteria
* If the beam is lost during a collection the collection is set as failed in ispyb
