GDA to use GDA legacy code for HCR rather than call out to hyperion

Hyperion doesn't currently offer the full flexibility needed for manual operations, and the current HCR (pre-hotfix in https://gerrit.diamond.ac.uk/c/gda/gda-mx/+/44868/8) does not work when hyperion is selected for independent centring, rotation, gridscans due to those plans no longer being exposed separately)

Therefore rather than offer only load_centre_collect in HCR, we should revert the hotfix and instead reinstate a simplified version of HCR with the calls to hyperion removed.

Support for separate XRC button in https://gerrit.diamond.ac.uk/c/gda/gda-mx/+/44819 should remain

Start by comparing the current HCR with the pre-hotfix version in Gerrit change 44868, then inspect the Hyperion calls and the separate XRC support from change 44819. Done means HCR supports independent centring, rotation and gridscans without relying on Hyperion, while the separate XRC button remains available.
