Robot unload during UDC default state fails due to no sample id supplied

Description
When tested on the beamline, the current robot unload code caused the external callback process to die because during UDC default state, we have no sample ID and no visit.
## Acceptance Criteria
- UDC default state robot unload works in blueapi mode.
