Description
Write some plans to control devices in the optics hutch.

- [ ] Attenuation
- [ ] DCM
...
Apparently, most devices have blocks in epics so shouldn't be an issue. Adding to the list and sub-issues as we come across them.
## Acceptance Criteria
- There are plans controlling the various devices in the optics hutch
- These plans can only be run one hutch at a time, eg. if eh1 is in use, eh2 should not be able to operate them.

Research direction
Start by reviewing the existing experiment shutter plan and the EPICS blocks mentioned in the issue. Then examine the attenuation and DCM sub-issues as they are identified. Done means plans exist for the optics-hutch devices and operation is prevented in one hutch while the other is in use.
