Serial: do the data collection

For a start, add code that runs the collection, turn it into plans as much as possible and tests.

- There are plans that run the data collection for eh1 and for eh2

Start by locating the existing serial data-collection entry points and any plan or test examples in the repository. Determine how collection should run for eh1 and eh2, then define completion as having executable plans for both and tests covering them.
