Poor assumptions made around macOS support & EPICS_HOST_ARCH

Description
Running this on macOS on aarch64, a number of invalid assumptions are made around guessing `EPICS_HOST_ARCH`. I have made some hacks to account for this in my local install but I am happy to make a PR if tht would be welcome
However
If I have `EPICS_HOST_ARCH` assigned in the environment why doesn't it just use this? That would seem a simple way to avoid guessing wrong.
