Description
Add new module for transmission under dodal/devices/beamlines/i19
Populate this with initial Pydantic BaseModels representing absorption spectrum details
for absorber materials.
## Acceptance Criteria
* That BaseModels for Absorption vs Energy modelling exist in the aforementioned new transmission module
* That the use of these BaseModels is covered by appropriate tests
