Add a changelog

To make it easier to search for generally available features it would be useful to have a changelog that listed all of the release notes through the whole project. This will be easier to search more widely than a release note.

## Acceptance Criteria
* Release notes also get automatically appended to a change log (with links to PRs)
* The change log also contains all the past release notes
