Include collision model in diffractometer device for I19-2

Description
Moving the axes on the I19-2 diffractometer has to be done with a lot of caution in order to avoid possible collisions with other axes/hardware. This goes both for the sample axes and the detector stage axes (z and 2theta). The collision model is in the IS4CCD software. Add a way for the device to communicate with the IS4CCD collsion avoidance software and avoid dangerous moves.
