DCM for i18 is missing a wavelength signal

Description
The DCM device in i18 has been unable to connect due to incorrect signals. After https://github.com/DiamondLightSource/dodal/pull/1111, the only signal it is missing is the `wavelength` PV, which should be a virtual motor record. We should ask controls to add this into the IOC so that the dodal device can be used with the BaseDCM
## Acceptance Criteria
* Wavelength record is added to i18's DCM IOC
* dodal connect i18 works for the DCM
