Log into graylog with instrument

To be able to correlate logs with BlueAPI it would be useful if we logged into graylog with the `instrument: 15-1` tag.

## Acceptance Criteria
- The queue server logs into graylog with tags that mean it's easy to search with BlueAPI

Start by locating the queue server's Graylog logging setup and the entry point where its logs are configured. Check how the `instrument: 15-1` tag should be represented, then verify that queue server logs can be searched and correlated with BlueAPI using that tag.
