Make staging deployment in pollux

We'd like to minimise bad deployments of this service, before doing any big releases, we should deploy the service onto pollux with a staging address and confirm that the "requires deployed server" tests added in https://github.com/DiamondLightSource/daq-config-server/pull/138 pass.

Until this is setup, we should only make releases during commissioning days/shutdown
