I15-1: UI Niggles from Demo

Following a demo with the beamline staff and the UI team there were a number of small things that came out:

- [ ] The queue/playlist tables should fill the whole space (see the plans UI for an example)
- [ ] The sidebar should be reordered to be `Dashboard`, `Acquisition`, a seperator bar, `Setup`, `Queue`
- [ ] Tabs that contain nothing should be removed (not the different tabs in the queue though)

Start with the current queue/playlist tables, sidebar, and tab views, using the plans UI as the sizing example. Confirm how the sidebar and tabs are assembled before changing their order and visibility. Done means the tables fill the available space, the sidebar follows the requested order with a separator, and empty tabs are absent while queue tabs remain.
