Make InstrumentSessionView handle multiple sessions better

After a refresh, the instrument session shown can be different from that held in localStorage.

This should be handled and show the _actual_ selected instrument session (and show that session as selected in the menu) or "All Active Sessions".

Start by locating InstrumentSessionView and trace how the selected instrument session is read from localStorage and displayed after refresh. Reproduce the mismatch, then verify that the actual selected session—or “All Active Sessions”—is shown and that the same choice is marked selected in the menu.
