[BUG] Successful update forces app in foreground / focus

### Describe your issue

Since few weeks/months I noticed the following:
Every time I start updates and minimize the window... as soon as an installation is done the screen forces itself in foreground.

Disclaimer: since English is not my native English, the issue might exist already - I'm fine with closing this then.
If this is intended behaviour I want a toggle to disable it - the updates should run in background, I have other stuff to do than watching/baby sitting them (then I could do them manually as well, you know).

### Steps to reproduce the issue

1. start winget update process (probl. also any other)
2. minimize window
3. wait until it's done
