[BUG] Cargo package not identified (blank name and ID)

### Describe your issue

A Cargo package cannot be identified properly, hence, stopping the package from being updated.

### Steps to reproduce the issue

Going through the logs, it seems the actual package is `binstall`, see the logs below.
