[BUG] Installer didn't create Start menu group/icon on desktop

When I run installer and I select to create Start group and icon on desktop at the end of installation I dind't find Start group and icon on desktop.

Run installer and select normal installation/create start group/icon on desktop.

Start by reproducing the issue on Windows 11 using a normal installation and selecting the options to create the Start group and desktop icon. Trace the installer behavior for those selections; the work is done when both the Start group and desktop icon are created after installation.
