[BUG] Scoop manifest URLs showing as devolutions.net instead of github.com

### Describe your issue

Rather than the listed manifest for scoop packages showing up as on Github URLs, they appear to point to non-existent and incorrect pages on devolutions.net

Meanwhile the actual manifests are at: https://github.com/ScoopInstaller/Main/blob/master/bucket/exiftool.json and https://github.com/ScoopInstaller/Extras/blob/master/bucket/notepadplusplus.json

Winget updates appear unaffected. I will note that this is temperamental, sometimes it displays the correct URLs as expected, other times it does not.

### Steps to reproduce the issue

Open a pending Scoop update and sometimes the manifest URL will be pointing to the incorrect URL.
