### Windows version, edition, and architecture

Win 11 Pro 10.0.26100

### Describe your issue

I've noticed on initial run after install of 2026.1.2 and 2026.1.3 (possibly other Devolutions releases) that the ignored packages is not respected (ignored packages show up for updating). The ignored packages list is also blank.

On second run of UniGetUI, everything is back to normal.

### Steps to reproduce the issue

1. Update to new version.
2. First run, bug happens.
3. Second run, everything as expected.
