[IMPROVEMENT] (Allow an option for ignored packages to do so notify user)

### Describe the improvement

Add an option in the ignored packages settings to notify user if an update comes. But as usual not update the package.

### Describe how this improvement could help users

For example on Google Chrome and Adobe Acrobat Reader, I want to update this software with their own updater. Because, these way -especially on Adobe PDF- less internet will be use and it will be faster update.
But when I ignored these packages, UniGetUI not notifying me. So I have to check several times in a week or every time opened the app if I remember.
