[FEATURE REQUEST] Support Microsoft Desired State Configuration

### Describe the new feature

[Microsoft Desired State Configuration](https://learn.microsoft.com/powershell/dsc/overview?view=dsc-3.0) would enable UniGetUI to be configurable directly using UniGetUI itself.

### Describe how this new feature could help users

WinGet Configuration could be used to configure UniGetUI, and it would allow users to export their UniGetUI settings natively via `winget configure export --all -o config.winget` and then move those settings to another device.
