### Describe the new feature

When updating a package, very prominent (and useful) loading bars start in WingetUI to indicate it's being responsive. However, their very prominence (especially so when updating many packages) is problematic for users with mental disorders that cause visual stimulus to be easily overwhelming.

I propose a new setting to reduce animations in order to replace these loading bars (and perhaps other animations in the product) with subtler equivalents. In the case of the loading bars, replace them with animated ellipses ("." > ". ." > ". . ." > repeat) or even just a static "updating..." status.

### Describe how this new feature could help users.

Adding this feature would make WingetUI more accessible to those with visual disabilities, and by virtue of reducing that barrier, help make the application more desirable for everyone else with the preference for fewer animations.
