New Question Idea: "Obsolete Features"

It could be fun to ask about obsolete features or patterns. Things like table layouts, float layouts, the `` tag… I don't know if there would be enough of these to make for a full question but I'd be curious to know what proportion of our audience is old enough to have used them!

No files, tests, or entry points are identified in the issue. First determine whether the survey has enough obsolete-feature examples to support a question, then define the question's scope and audience comparison before proposing the finished survey content.
