[Fix] 운전자 크루 생성 후 탑승자들 없을 때 동작 시 문제

### ‼️ 운전자(기사님)가 크루를 생성한 후 탑승자들이 없는 상태에서 운행여부 버튼을 누르면 누군가 크루에 들어올 때 까지 상태를 바꾸지 못하는 문제가 있습니다.
- 탑승자가 초대만 되면 상관없을 문제 같긴 한데 일단 혹시 모르니 방안은 생각해 볼 필요가 있을 것 같습니다.
