Description
Hello,
It looks like Devextreme-cli react template inner-toolbar doesnt expand during initial load (in Mobile Portrait View). See attached video capture. We are able to reproduce this issue on newly created template "npx devextreme-cli new react-app app-name". The issue appears on side-nav-inner-toolbar template in mobile-view (Portrait mode). The problem doesnt appear in Landscape mode though. Actually, after Landscape mode, the sidebar works in Portrait mode. Clearing the cache will initiate the issue again in Portrait mode.

Research direction
Generate a new app with npx devextreme-cli new react-app app-name and open the side-nav-inner-toolbar template in mobile portrait mode. Reproduce the initial-load behavior after clearing the cache, then compare it with landscape mode and verify that the sidebar expands correctly in portrait mode without requiring a landscape resize first.
