Upgrade Core UI to version 3

### Current Behavior

The frontend now uses outdated Core UI. Version 3.x is available and looks like its still based on Vue 2

### Proposed Behavior

Upgrade to latest versions:

- Upgrade Core UI 3.x: https://coreui.io/docs/3.4/migration/
- Upgrade other dependencies, e.g core-js?

This will open the way for #446
