### Current Behavior
When I config the license in Policy Management, it only can choose but cannot editable. I want to limit GPL license to projects, I found that some license name of components are not exactly the same with the name in dependency track system. It cannot modify, so that the license cannot be limited in this scene.
### Proposed Behavior
Customize license name in policy management. We can add, modify license name which not exactly same in our system.
