Teams can self-manage notifications for their projects

### Current Behavior:
I think notifications can be scoped to certain projects, but this must be done by an administrator, so every time a team had a new project, an administrator would need to make sure to update a notification for that team to include the new project.

### Proposed Behavior:
Teams can self-manage notifications, but scoped to the projects they have access to.
