Add new toggle "Ignore Suppressed Findings" for scheduled alerts menu

### Current Behavior

There is only the "Skip publish if unchanged" toggle in the scheduled alerts menu.

### Proposed Behavior

Referring to a Slack discussion, there should be a new toggle underneath "Skip publish if unchanged" called "Ignore suppressed findings". The corresponding backend behavior is described in /dependency-track, issue #5488.
