Mail notification configuration without specific project version number

Currently the mail notification setup requires a project version number to be specified in case the notifications are supposed to be limited to one or more projects.

It would be a great enhancement to not require a project version number but to send notifications for all versions of a specified project.

Currently whenever you create a new project release it is mandatory to edit the dependency track notification settings in order to also get notifications for the next project version.

Start by tracing the existing mail notification configuration and how it filters notifications by project version. Done means a project can be configured without a specific version and notifications are sent for all versions, without requiring settings changes after each release.
