ecosystem selection sorted case sensitive

### Current Behavior

the eco system selection in the google osv.dev administration is case sensitive. Lists shown to end users should be sorted case insensitive.

1. Administration
2. Vulnerability Sources
3. Google OSV Advisories
4. Eco Systems, "+"
5. Show 50 rows per page, scroll down

### Expected Behavior

case insensitive sorting
