New permission PROJECT_MANAGEMENT

### Current Behavior

Deleting a project is currently only possible if the user has administration rights.

### Proposed Behavior

Introduce a new permission PROJECT_MANAGEMENT which allows to manage a project.

This includes the right to create, update and delete.

This permission should be applied to user, who should able to manage projects, but should not have administration rights.
