Reporting : Add tags as report filter ( Search Text )

### Current Behavior

In both the Vulnerability Audit and the Policy violation Audit reports, you can search for Project Names, Component Names, etc.
You cannot search for projects tags

### Proposed Behavior

Add ability to do a text search for Project tags.
