You can set lastBomImport to arbitrary value with PUT project

### Current Behavior

It seems you can set lastBomImport to any value when creating a project.

### Proposed Behavior

I don't really mind, it actually makes testing time-dependant logic easier.

Actually creating this issue to get notification if you decide to change this behaviour
