Minor: Upload BOM w/Out file says its is uploading/queuing

### Current Behavior:
When viewing a project on the Dependencies tab, click Upload BOM, then immediately click: Upload button.

When you do, You get two messages that pop up: BOM Upload Successful, and BOM queued for processing.

### Steps to Reproduce: Per above

### Expected Behavior:

Nothing would happen or it would show an error. Seems like:

1) Upload button shouldn't light up until a file is selected so you can't get into this situation in the first place.
2) If a file is selected and it lights up, but then all content deleted, then the Upload button should go dark again. (i.e., either via 'reset' or clicking on the title and then hitting cancel on the file select dialog).
