Missing half of cves

### Current Behavior

I deployed 4.12.3 followed by 4.13.2, where 4.12.3 had 280,000+(Still not updated) and 4.13.2 had 190,000 +, and it didn't matter whether I enabled the nvd api and changed the "Last Modification (UTC)"


### Steps to Reproduce

It can be replicated by deploying the latest dt

### Expected Behavior

expect cve numbers to return to normal
