Notifications should contain at least name of the Policy Violation

### Current Behavior

A notification email or jira ticket doesn't contain any info on what the policy violation entails.

### Proposed Behavior

include at least the name of the policy.
addtionally would be helpful:
- link to the policy definition
- conditions of the policy

The idea is that for Policy Violations can result in an actionable JIRA ticket by the project / development team.
