Jira notifications include non-active projects

### Current Behavior

The "Affected projects(s)" section of a new Jira ticket for NEW_VULNERABILITY contains both active and inactive projects.

projects with a red X are not active and should not be in the affect projects list even if the vulnerability does affect them

### Proposed Behavior

Jira tickets should not include projects that are inactive. Those projects are there for historical purposes.
