Description

### Current Behavior

Unsure how to use Portfolio manager (when being able to create a project).
- Portfolio manager is only able to see the projects for his team.
- Portfolio manager when able to create a project, then project is created, but the same user cannot see the project.

Expected is that the manager would see the projects he / she is creating.

### Steps to Reproduce

1. Create Portfoliomanager (See permissions in attachment)
2. Login using this manager
3. Create project (button is enabled)
4. Refresh projects, new project is not visible, need an admin to assign manually.

### Expected Behavior

New projects created by a portfolio manager should be assigned automatically to the portfolio he is responsible for.
