Batch "Analysis Decision" notifications

### Current Behavior

If I fill out the vulnerability analysis, Dependency-Track sends a notification for everything I do - adding a comment, setting a state, suppressing the vulnerability.

### Proposed Behavior

If I fill out the vulnerability analysis in one go, Dependency-Track sends a single notification containing all three changes. Logically, these are a single event and alert fatigue / overloading notification channels with tiny changes seems counterproductive.
