Direct URLs for Dependency Track Resources

### Current Behavior:
Dependency-Track usability is lowered by there being no way to share or save URLs for screen tabs or searches. Thus, if I want to (say) use Slack to inform a team that there are various versions of a particular component to be found in the portfolio then there is no way to "point to the evidence" except by providing a step-by-step guide on how to recreate the query from scratch.

### Proposed Behavior:
Implement a way to:
- link to components tab on project X
- link to projects listing filtered by Y
- link to projects filtered by tag (functiionality already present) AND further filtered by Y.
- link to "license text" for license Z
- link to component search query. ie, already filtered by PURL (or whatever).
- etc (etc)
