Capability to provide custom URLs

The enhancement may already be reported! Please search for the enhancement before creating one.

### Current Behavior:
Currently many tasks use hardcoded URLs, such as the MavenMetaAnalyzer or OssIndexAnalysisTask. In a closed offline environment, providing custom URLs pointing to different locations would add valuable customizability.

### Proposed Behavior:
Allow users/admins to provide custom URLs to e.g. Maven in order to gain more flexibility and usability in an offline environment.
