Description
**Situation:** When @qchiujunhao and I are working on #1055 , [one runner log](https://github.com/DemocracyLab/CivicTechExchange/actions/runs/7160526717/job/19495002496#step:5:1) shows that there exists errors in 5 test cases which leaded to the failure of the job.
**Target:** Correct the test cases to pass the tests.
