Allow to trigger enrollment by providing email address

- Currently in Edge UI in the enrollment process user needs to provide enrollment token
- We can allow for a different process: user goes to the edge UI, provides his email address, token is sent to the email address, email includes the one-click button to add a device
- This process in for adding a new device only
