Monitor scenarios that have failed for a long time or are unstable

**What it's the actual situation on ARA ?**
Currently, it is not possible to list in an easy and quick way the scenarios that have been in failure for some time or the scenarios that are unstable (flashing).

In order to get this information, you simply have to walk through the executions and review the history of each failed scenario.

**Describe the solution you'd like**
Here is the solution I imagined: Add a new tab "Monitoring".

In this new tab we would have:
* On one side the list of scenarios that have failed for a long time
* On the other hand the list of scenarios that are unstable

The information will be able to be collected first by branch, and then by team (Cf Screenshot).
