#### What would you like to be added:
Possibility to see the start of the next votingcycle. Atm i found only the cycle-end in a active proposal, but when no proposal exists, no RPC-Command or other idea to find out the start of the next Votingcycle.
Try it in Testnet and Mainnet with v3.0.1.
#### Why is this needed:
To know the "deadline" of new proposals/DFIPs.

Reproduce the behavior on testnet and mainnet with v3.0.1, then trace how the existing active-proposal cycle end is exposed through RPC. Done means the start of the next voting cycle, or its proposal deadline, is discoverable even when no active proposal exists.
